If countries do what they have promised, global greenhouse gas emissions will fall just 6% below 2019 levels by 2035. So says the UNFCCC’s 2026 NDC Synthesis Report, released on October 27. The UN itself calls it substantially off track.
Even with every pledge kept, conditional ones included, the cut is only 9%.
Days earlier, another UN report declared 1.5°C completely out of reach. The best left is to hold warming at 1.8°C and try to pull it back.
Most new pledges aim for net zero between 2040 and 2070, mostly by 2050. Even then, warming reaches 1.7–2.3°C by the end of the century. Getting back to 1.5°C needs substantial extra cuts in the coming years.
The report examined 127 new pledges from 154 Paris Agreement parties, filed between January 1, 2024 and August 31, 2026. Each was meant to improve on the last.
It counts the growing role of local authorities, civil society and the private sector as progress. With polluters at that table and a Modi government serving them, the cuts will not come. Working people will pay.
