India Scores 2 Out of 32 on Health in Its Climate Plan, Among the Three Worst in the World

India’s climate plan has scored just 2 out of 32 on how well it protects people’s health. The 2026 Healthy NDC Scorecard of the Global Climate and Health Alliance assessed 117 national climate plans, covering 132 countries, on how far they build in health and air quality.

No country scored zero. Colombia topped the list with 29, followed by Nigeria with 25 and Cambodia with 24. Nineteen of the top 20 scores went to low- and middle-income countries.

India sits at the bottom with Japan and New Zealand, all on 2 points. The report finds India’s emissions targets out of line with the Paris Agreement and a danger to human health. India carries a high burden of deaths from air pollution, yet its plan does not mention it.

The plan the Modi cabinet approved in March 2026 promises a 47 per cent cut in emissions intensity, 60 per cent non-fossil power capacity and a 3.5 to 4.0 billion tonne carbon sink. Nothing on the poisoned air that kills us. A plan drawn up for corporate growth, not for people’s lungs.
