In the crowded bus climbing slowly toward the village of Salal, high in the mountains of Jammu and Kashmir, a young man is squashed among the other passengers, clasping to his chest a plastic container filled with a gallon of petrol. Salal is home to 10,000 people, but like other remote areas of the Indian-administered territory, is poorly served by infrastructure and amenities.
